The Croatian Institute of Telemedicine was founded on 6 October 2005 as the Institute of Telemedicine in line with the Regulation on Founding the Institute of Telemedicine of the Government of the Republic of Croatia ("Narodne novine" no. 120/2005.). The name of the Institute of Telemedicine was changed into today’s name – the Croatian Institute of Telemedicine– pursuantto the Amendments to the Regulation on Founding the Institute of Telemedicine of 22 January 2010 (Narodne novine" no. 11/2010.). Following the adoption of the Act on Amendments to the Health Care Act ("Narodne Novine" no. 71/2010.) , telemedicine activity has been systematically introduced in the health system of the Republic of Croatia, and necessary changes in its status and authority of the Croatian Institute of Telemedicine have occurred. The latter has become a state health institute which regulates the telemedicine field on the national level. The Institute was founded by the Republic of Croatia, and the founding rights and obligations lie with the Government of the Republic of Croatia on behalf of the founder. As a state health institute, the Croatian Institute of Telemedicineperforms its primary activity by integrating telemedicine services in the health system and by working on the use of new information and communication technologies in remote diagnostics and treatments in the Republic of Croatia.

The minimum conditions for organizing telemedicine activity, quality, responsibilities and licences to practice are regulated in the Health Care Act and the Ordinance on the conditions, organization and manner of practising telemedicine which was promulgated by the Minister of Health at the proposal of the Croatian Institute of Telemedicine.

The Health Care Act defines the scope of work and public authority of the Croatian Institute of Telemedicine. The public authority of the Institute includes the defining of telemedicine activity and the minimum conditions for health care institutions and professionals, issuing of licences to practice to health care professionals and telemedicine centres, and supervision over the work of health care professionals.

The Croatian Institute of Telemedicine:

  • organizes the use of information and telecommunication technologies in remote data exchange with the aim of facilitating the provision of health care,
  • organizes the introduction of telemedicine services in the health system of the Republic of Croatia,
  • issues licences to practice to telemedicine centres,
  • proposes to the minister the conditions for granting licences to practice to telemedicine centres and health care professionals who perform telemedicine activity,
  • conducts supervision over the work of telemedicine centres and the work of health care professionals who perform telemedicine activity,
  • proposes to the minister the network of telemedicine centres,
  • organizes the basic network of telemedicine centres in order to ensure the availability of health services in the entire territory of the Republic of Croatia,
  • develops, builds and maintains the computer and communication infrastructure and a system for providing telemedicine services,
  • conducts second-instance proceedings according to special regulations,
  • participates in proposing the health care measures programme and the nomenclature of diagnostic and therapeutic procedures connected with telemedicine,
  • defines standards and methods of work in telemedicine,
  • gives opinions for granting and renewing the name of a ministry reference centre for those medical fields where telemedicine services are delivered while providing health care,
  • encourages civilian and military cooperation in the telemedicine field,
  • coordinates activities connected with the technical and technological development of the telemedicine infrastructure,
  • comprehensively and systematically monitors and applies developmental directives and technologies in telemedicine,
  • establishes measures of success  and the system of control, correction and elaboration of instruments of system excellence which will be implemented and further developed by telemedicine in the Republic of Croatia,
  • organizes scientific, professional and promotional activities related to the application of telemedicine,
  • gives proposals and expert opinions when regulations are prepared that will affect the development of telemedicine in the Republic of Croatia,
  • cooperates with the Central State Office for e-Croatia in interdepartmental activity in telemedicine,
  • performs other activities through which it achieves its founding goals, in line with the law.
