The Croatian Institute of Telemedicineis a health institution for introducing and promoting the use of techniques and technologies in remote diagnostics and treatment. The definition of the Institute, the description of its activities, the scope of its work and its public authority are all laid down in the Health Care Act. The public authority of the Croatian Institute of Telemedicinecomprises the defining of the organization of telemedicine activity and of minimum conditions for health institutions and health care professionals, the issuing of licences to practice to health care professionals and telemedicine centres, and the supervision over the work of health care professionals

The minimum conditions for organizing telemedicine activity, quality, responsibility and licences to practice are all regulated in the Health Care Act and the Ordinance on the conditions, organization and manner of practising telemedicine which was promulgated by the Minister of Health at the proposal of the Croatian Institute of Telemedicine.
